As California dismantles its youth prisons, the governor and 6 labor unions strike a deal to pay out profitable retention bonuses capping at $50,000.
Gov. Gavin Newsom and 6 labor unions have struck a deal to surrender to $50,000 in bonuses to maintain juvenile prison workers on the job, as first reported by CalMatters in March.
Between now and subsequent year, California taxpayers can pay about $54.5 million for the inducement funds, based on estimates by the Department of Finance.
The contracts signify one of many largest retention bonuses the state has ever provided to workers.
A finance division spokesperson mentioned the agreements estimate that 1,019 direct care and 211 non-direct care workers will meet the standards for some quantity of bonus.
The Division of Juvenile Justice, which is overseen by the California Department of Corrections and Rehabilitation, is hoping the funds will assist stave off employee shortages which have beset the company since Newsom introduced the division’s dismantling. All of California’s youth prisons are anticipated to shut by June 30, 2023, sending youth offenders to county detention facilities. The division is working to place juvenile justice workers in different state jobs contained in the division.
“The stipends … are part of a thoughtful and purposeful process to ensure consistency and public safety throughout the transition,” Vicky Waters, a spokesperson for the Department of Corrections and Rehabilitation, informed CalMatters in an e mail.
The labor agreements will “support (the division’s) operations and the delivery of programming and treatment to youth…” wrote Erika Li, chief deputy director for the finance division, in a letter to state lawmakers.
The taxable bonuses have been within the works for months.
The money will probably be prorated and divided amongst those that work straight with imprisoned youth and those that principally work for headquarters in Sacramento. Direct care workers — youth prison guards, plumbers, academics and chaplains — may obtain the total $50,000 in the event that they proceed working for the division till the deliberate closures. Non-direct care workers — deputy administrators, government assistants and nursing consultants, as an example — may obtain as much as $25,000.

In a letter to the Department of Finance, Nancy Skinner, chair of the Joint Legislative Budget Committee, mentioned the brand new funds would require the Department of Corrections and Rehabilitation to challenge studies to the committee on what number of workers qualify for the funds for every installment interval, emptiness charges and the prices.
